How does it differ from the swipe and sign?

I think it differs because most places still require a pin when using it as a debit. I know most stores around me still require that. I can only swipe and sign if I choose credit not debit. I wonder if it allows cash withdrawals at the register at Walmart with only the Signature. That could wipe out someones bank acct.
